On VC’s letter of 14 March 2009 about conduct of examinations

The Vice-Chancellor’s indifference to the strong criticism by teachers of his letter dated 14 March 2009 about the conduct of examinations and his disregard of the demand raised by the DUTA for its withdrawal is highly irresponsible. The letter paradoxically appeals to all teachers to participate in the evaluation of answer-scripts while simultaneously threatening them with disciplinary action if they refuse. The apparent reason for the letter is to improve the process of conduct of examinations and ensure timely declaration of results. This is no doubt very necessary since the persistent delay in declaration of results causes great harassment of students and also hinders the timely completion of the admission process.

Unfortunately, the measures put in place will only further aggravate the problems rather than solving them. For instance, teachers have been asked to evaluate answer-scripts of papers they have never taught. No serious teacher would agree to such a proposal. It demonstrates that the University administration has neither applied its mind to the nature of the task nor made adequate administrative preparations and is instead reacting in panic by trying to push the responsibility for its own inefficiency on to teachers. Once again the students would be the victims.

The DTF expresses its strongest criticism of the Vice-Chancellor’s moves to make changes in the examination system without adequate reflection and preparation. It demands that the VC withdraw his letter and that academically viable measures be worked out that can truly address rather than aggravate the problems.

कुलपति द्वारा 14 मार्च 2009 को दिल्ली विश्वविद्यालय के सभी शिक्षकों को भेजे गए पत्र की शिक्षक समुदाय द्वारा कड़े शब्दों में निंदा किए जाने और डूटा के माध्यम से वापस लिए जाने की मांग के बाद भी अभी तक कुलपति का रवैया परीक्षा व्यवस्था के संदर्भ में गैरजिम्मेदार बना हुआ है। कुलपति के इस पत्र में जहां एक ओर शिक्षकों से अपील की गई है कि वे परीक्षा की जिम्मेदारी अनिवार्य रूप से लें, वहीं इसी पत्र में किसी वजह से इंकार करने पर प्रशासनिक कार्रवाई की धमकी दी गई है। परीक्षा-व्यवस्था को बेहतर बनाने और परीक्षा-परिणाम समय से आए इसके लिए आवश्यक सुधार लाने से इंकार नहीं किया जा सकता। पिछले कुछ सालों से परीक्षा परिणाम में देरी की वजह से विद्यार्थियों को काफी दिक्कतों का सामना करना पड़ रहा है।

दुर्भाग्य से इस समस्या के लिए जो समाधान कुलपति ला रहे हैं वह समस्या को और बढ़ाने वाला है। बिना पूर्व तैयारी के सभी शिक्षकों को उत्तर-पुस्तिकाओं की जांच से जोड़ने के फैसले की वजह से, व्यापक पैमाने पर यह देखा जा रहा कि शिक्षकों को वह पेपर जांचने के लिए मिला है जिसे न तो कभी उन्होंने पढ़ाया है और ना ही उस पेपर के बारे में उनकी यथोचित जानकारी है। एक तरफ प्रशासनिक कार्रवाई की धमकी और दूसरी ओर इस तरह की गैरजिम्मेदार पहल – इसका सीधा असर छात्र/छात्राओं पर होगा। कोई भी गंभीर शिक्षक इस तरह के प्रस्ताव के लिए सहमत नहीं होगा।

परीक्षा-व्यवस्था में परिवर्तन लाने के लिए पर्याप्त समझ और तैयारी किए बिना वाइस चांसलर जिस तरह पहल कर रहा है, डी.टी.एफ. उसकी कड़े शब्दों में आलोचना करता है, और मांग करता है कि वाइस चांसलर अपने इस पत्र को वापस ले तथा अकादमिक समझ के साथ परीक्षा-व्यवस्था में सुधार के लिए सही मायनों में पहल करे। ऐसी समझ जिससे वर्तमान व्यवस्था में सुधार हो न कि गिरावट।
