Some provisions in the DU Act, Statutes, Ordinances and Regulations
Section 7.4 of the Act stipulates that courses and curricula are to be specified in the Ordinances subject to Regulations which stipulate syllabi under Section 7.1 of the Act.
Section 30(b) of the Act specifies that the courses of studies for all Degrees, Diplomas and Certificates be laid down in the Ordinances.
Section 30(c) of the Act specifies that the Degrees, Diplomas, Certificates and other Academic distinctions be provided in the Ordinaces
Ordinance V
Clause-1 of Ordinance V stipulates the various Degrees, Diplomas and the Certificates to be awarded by the University of Delhi. Clause-2 of the same Ordinance sates that the courses of study and curricula for each degree, diploma and certificates mentioned in Clause -1 have to be set out in Appendix-II to these Ordinances.
Statute 8:
Subject to the Act, the Statutes and the Ordinances, the Academic Council shall, in addition to all other powers vested in it, have the following powers, namely:

to report on any matter referred to or delegated to it by the Court or the Executive Council;
Statute 10
Faculties shall have such powers and shall perform such duties as may be assigned to them by these Statutes and the Ordinances and shall, from time to time, appoint such and so many Committees of Courses and Studies in different branches of knowledge as may be prescribed by the Ordinances. They shall also consider and make such recommendations to the Academic Council on any question pertaining to their respective spheres of work as may appear to them necessary or on any matter referred to them by the Academic Council.
Ordinance XIV-B
Clause 5: Each Faculty may constitute such and so many Committees of Courses as there are departments teaching subjects included in the Faculty. It shall be open to the Faculty concerned to have one Committee of Courses for two or more subjects or to have more than one Committee for any Department
Clause 6: Each Faculty shall recommend Courses of Studies in the various subjects comprised in the Faculty after considering the recommendations of the relevant Committee of Courses and Studies.
Regulation 16
(relates to Committees under the Arts Faculty but applies to committees under all Faculties mutatis mutandis)
Subclause 4 to clause A reads: “The Committee shall have the power to invite to its meeting one or two experts from other universities/Research Institute when the question of restructuring of courses of studies or revision of syllabi of papers is considered by the Committee and such experts shall be nominated by the Committee, with the approval of the Vice-Chancellor.

Syllabi refer to detailing of each paper. The paper titles that is the area/subject matter of the course specify a course of study. When the title of a single paper is changed, it leads to amendment of Ordinance and is laid out in Appendix II to Ordinance V(2).

Provision for the AC referring any proposal for change to the Faculties and the Faculties, in turn, to the Committees of Courses is provided and is the due process of academic decision making by the Academic Council which is the academic body of the University.

Longstanding practice such as holding General Body of teachers of each branch of knowledge and deliberating changes there to assist the Committees of Courses was in keeping with the statutory provisions and strengthened them. Consulting college staff councils where the undergraduate courses are primarily conducted also strengthens the consultative process required for considered decision making envisioned in the Act, Statutes and Ordinances.
