दिल्ली विश्वविद्यालय में EC/AC का चुनाव ऐसे वक़्त में हो रहा है जब सैकड़ों की संख्या में दशकों से पढ़ा रहे शिक्षकों का कत्लेआम चल रहा है। इस प्रक्रिया में जिनकी स्थायी नियुक्ति हो गई वे तो आश्वस्त हैं, लेकिन जो बाहर निकाल दिए गए वे जीवन के उस अंधी सुरंग में रोशनी की एक लकीर की तलाश में हैं। दुर्भाग्यपूर्ण यह कि रोशनी दिखाने के बजाए NDTF जो डूटा का नेतृत्व कर रहा है, इस कत्लेआम को समायोजन की संज्ञा दे रहा है। डूटा नेतृत्व के इस असंवेदनशील और अमानवीय व्यवहार से जहाँ इंटरव्यू नहीं हुए हैं – एक आशंका दुःस्वप्न की तरह तदर्थ शिक्षकों की मानसिक यातना का कारण बन गया है। इस सबके लिए अगर कोई जिम्मेदार है तो वह NDTF है जिसका डूटा में नेतृत्व है। हम याद करें डूटा अध्यक्ष की घोषणा – “एक भी डिस्प्लेसमेन्ट होगा तो विश्वविद्यालय ठप कर दिया जाएगा।” ठप करना तो दूर सबसे ज्यादा डिसप्लेसमेंट वाले कॉलेज के प्राचार्य किसी भी NDTF के कार्यक्रम में डूटा अध्यक्ष के साथ उत्सव मनाते दिख जाएंगे।

AADTA का चुनावी हथकंडा

आज जब चुनाव क़रीब है तो दिनेश सिंह के ज़माने में वर्षों से पढ़ा रहे लोगों को डिसप्लेस करने वाले, जो तब खुद को कॉंग्रेसी कहते थे, आज आप की टोपी पहनकर मनीष सीसोदिया से दिल्ली सरकार के कॉलेज में एब्जॉर्बशन करवाने के लिए डीयू वीसी को आग्रह वाली चिट्ठी लिखवा लाए हैं। इस पत्र को ख़ारिज करने की बात नहीं। इसे जन-दबाव में लिखा गया पत्र समझना चाहिए। जब दिल्ली सरकार के कॉलेज – लक्ष्मीबाई या स्वामी श्रद्धानंद या दिल्ली कॉलेज ऑफ आर्ट्स एण्ड कॉमर्स – में भीषण कत्लेआम चला (70% तक शिक्षक निकाले गए), तब NDTF के साथ AADTA भी वीसी योगेश सिंह के साथ मिलीभगत में शामिल रहा।(ध्यान रहे AAD और NDTF ने मिलकर डूटा ऑफिस का गठन किया।) अब अचानक उसी योगेश सिंह को पत्र लिखा जा रहा है कि आगे हम और हमारे GB के नुमाइंदे सबको एब्जॉर्ब करेंगे। यह जनतंत्र के द्वारा बनाई गई सामूहिक चेतना की जीत है। यहाँ याद रखना चाहिए कि राजीव रे के नेतृत्व वाली डूटा में यह साझा समझ बनी कि समायोजन मात्र यूजीसी के रेगुलेशन से ही संभव है, जो केंद्र सरकार ही ला सकती है। इसलिए केंद्र सरकार से एक बार दिल्ली विश्वविद्यालय के लिए इस संदर्भ में रेगुलेशन लाने की मांग डूटा ने तय की। AADTA आज उस साझा समझ से अलग जा रहा है जिसमें वह खुद भी शामिल रहा है। दिल्ली सरकार के कॉलेज में पिछले कई सालों से अनियमित वेतन का संकट बना हुआ है। शिक्षकों और कर्मचारियों को मेडिकल बिल तक का भी भुगतान नहीं हो रहा। इस पूरे मामले पर मनीष सीसोदिया खुद मौन हैं और आप का शिक्षक संगठन AADTA मात्र मेमोरेंडम देकर खानापूर्ति करने की औपचारिकता निभा रहा है। दो-चित्तापन आप की पूरी कार्यप्रणाली में है। इधर EC की बैठक में NEP के संदर्भ में वेल में जाने का वीडियो जारी किया जाता है, तो दूसरी तरफ मनीष सीसोदिया NEP की न सिर्फ खुली तारीफ करते हैं, बल्कि इसे लागू करते हुए दिल्ली में स्कूलों के मर्जर से लेकर क्लोजर और ऑनलाईन की तरफ धकेलने का प्रयोग कर रहे हैं। दिल्ली सरकार के कॉलेज में फंडिंग की समस्या का एक पहलू यह भी है।

ट्रेड यूनियन की भूमिका और वर्तमान डूटा नेतृत्व

ट्रेड यूनियन की भूमिका सरकार और प्रशासन के डर और शिक्षक विरोधी कारनामों को रोकने के लिए एकताबद्ध संघर्ष को नेतृत्व देने का होता है। डूटा नेतृत्व में रहते हुए DTF ने यही भूमिका निभाई। सामाजिक न्याय पर हमला हो (200 पॉइंट्स रोस्टर की जगह 13 पॉइंट्स रोस्टर) या फिर एकेडमिक रिफॉर्म और सर्विस कंडीशन पर हमला या FYUP – संघर्ष से सरकार को इसे वापस लेने के लिए मजबूर किया। जब जब दमनकारी वर्क-लोड नॉर्म्स लागू करने की कोशिशें हुईं, उनका मुँहतोड़ जवाब दिया; पदोन्नति के लिए एक अवैज्ञानिक पॉइंट-सिस्टम को वापस लेने के लिए मजबूर किया; कोविड संकट के दौरान तदर्थ शिक्षकों की नौकरी पर न सिर्फ़ आँच नहीं आने दी, बल्कि उन्हें चार-चार महीने पर नियुक्ति का नवीकरण कराने की मजबूरी से भी निजात दिलाई। आज फिर से इन सारे संकटों से शिक्षा जगत घिर चुका है। डिसप्लेसमेंट, वर्कलोड और पूर्णकालिक वर्कलोड पर गेस्ट की नियुक्ति चुनौती की तरह सामने खड़ी है। वेतन का सूखा अब यूजीसी फंडेड कॉलेज में भी पसर गया है। गार्गी से लेकर डूटा अध्यक्ष के कॉलेज दयाल सिंह तक में तदर्थ और पेंशनधारी शिक्षकों को कई कई महीनों तक वेतन का इंतज़ार करना पड़ रहा है। इस चुनौती का मुकाबला मात्र साझा संघर्ष से संभव है। वर्तमान डूटा नेतृत्व लगातार संघर्ष से पलायन का रास्ता चुन रहा है। उसका दावा है कि संघर्ष नहीं बल्कि सरकार और प्रशासन से सांठगांठ कर ‘परिणाम’ निकालना ही उसका रास्ता है। इसी का परिणाम है कि सैकड़ों की संख्या में सालों से पढ़ा रहे शिक्षक निकाले जा रहे हैं और एक के बाद एक शैक्षणिक सुधार के नाम पर शिक्षा विरोधी परिवर्तन किए जा रहे हैं। वर्तमान डूटा नेतृत्व की इसी कार्यपद्धति के कारण आज शिक्षक अपने ही यूनियन और एसोसिएशन से डरा हुआ है।

DTF विकल्प नहीं संकल्प

आज दिल्ली विश्वविद्यालय के शिक्षकों को इस चुनाव से एक संदेश देना है कि उन्हें कैसा शिक्षक नेतृत्व चाहिए? कथनी और करनी के भेद वाला, शिक्षकों को डराने वाला, सब्जबाग दिखाने वाला नेतृत्व चाहिए या फिर सरकार और प्रशासन की मिलीभगत से चल रहे कत्लेआम के खिलाफ साझा संघर्ष कर सामूहिक हितों की रक्षा करने वाला नेतृत्व? NDTF और AADTA अपनी-अपनी सरकारों के शिक्षक विरोधी नीतियों एवं कार्यप्रणाली के आगे समर्पण कर चुके हैं। ऐसे में DTF एक विकल्प नहीं, बल्कि संकल्प है। क्योंकि लड़ने और आंदोलन से बहुत कुछ हासिल करने का हमारा इतिहास रहा है। आपसे अपील है कि देव कुमार और उनकी टीम को जीत दिलाकर संघर्ष की डूटा का संदेश दें।

Dark Times

We are indeed passing through dark times. The scale of unjust and undignified expulsion of teachers is immense. The NDTF flaunted its closeness to powers and promised absorption / regularization through selection process. Having received a massive mandate to lead the DUTA and to represent teachers in the EC & AC, the NDTF stands compromised. As our fellow teachers lose their careers and livelihood, we face inaction, deafening silence (not a word against the perpetrators of this mayhem), minimization of the casualty figures and, worse, fake promises to teachers who are yet to face interviews at their workplaces that it can ensure their survival given their closeness to powers. Officers in the University administration belong to its ilk and so do many Principals. Why then in such colleges mass expulsion of working teachers in one subject after another could not be prevented? Even when the number of permanent vacancies was more than the number of ad hoc teachers working in the college.

The fear of getting targeted for expressing dismay and rage over the fate meted out to fellow teachers is palpable. One can understand it.

The democratic process of choosing elected representation is a serious weapon in this situation. We can send a clear signal to the powers-that-be to desist or else to face justified wrath. It can tell them that we have not become insensitive to the injustice perpetrated.

AAP and AADTA’s gimmick is insensitive

The situation of the 12 Delhi Government Colleges has worsened while the DUTA remains a mute spectator. The AAP Government, while tom-tomming its “commitment” to education, has been hand-in-glove with the Union Government in pushing for privatization as well as many provisions of the NEP. That is why they have been financially strangling these institutions, not caring for the impact it has on the daily lives of teachers who have to wait for months on end for their rightful dues. The hypocrisy of the Delhi Government and that of the AADTA must be exposed. The NDTF too has been trying to gain political mileage from the situation without caring about resolving the issue. The University administration is equally responsible.

Manish Sisodia’s letter to the VC seeking revival of an old temporary Ordinance of the University to ensure absorption in Delhi Government colleges is a mere gimmick. While pursuing the demand for absorption, the DUTA had earlier recognized the legal untenability of the university making permanent recruitment at variance with the procedures laid down in the UGC regulations. Therefore, the demand has been that the Government should make this possible through a one-time UGC Regulation.

The AAD, known as AADTA after joining the AAP, is known for repeatedly playing one-upmanship through fruitless actions in the AC and the EC. In its AAD avatar, it swore against NEP but supported the NDTF, which hailed NEP, in the elections of DUTA office-bearers and co-option of five additional members to the DUTA Executive ensuring that the NDTF had effectively a majority. That helped reduce the DUTA Executive to a passive and inactive body. Therefore, its joining AAP, which too is supporting NEP is not surprising. The AAP’s systematic refusal to release adequate grants to 12 colleges and forcing them to generate their own resources is just one example.

Sisodia must be aware that, in Delhi Government Colleges such as LBC, SSNC and DCAC, the AAP Chairpersons connived with the ruling powers to carry out a massacre in exchange for a small share in the booty. If sincere, he should demand a UGC regulation and direct AAP Chairpersons not to allow Principals, experts and the VC nominees to run riot.
